Hmmm. Look's like Oliver took the site down. It's pretty clear that the
page you got has absolutely nothing to do with eCS/OS2, so translating it
will only suffice to use up part of your lifetime.
You will need to be a bit more creative. Google for
32-bit tcpip site:www.warpupdates.mynetcologne.de
This will give a number of hits all of which of course are broken. Click
on the cached link and you will get Google's copy of the deceased page and
this copy will have links to the installation packages. Some of these
might work.
