I don't think that's what's happening. SeaMonkey has little choice but
use the same DNS facilities as sendmail. You can verify this with
iptrace.
As I mentioned at the meeting, I suspect the lookups that are timing out
are for the from and to addresses in the headers. You can test this by
issuing
nslookup smtp.roadrunner.com
The DNS cache/server in the VOIP box has to be able to translate this for
SeaMonkey get a useful IP address.

Another option is to modify the sendmail rules to skip the extra lookups.
You don't need them in your environment.
