Probably for the same reason you can't delete it from the Desktop.

As you have just relearned, not always.  The PM and WPS APIs return 
TRUE/FALSE for OK/Fail.  There are additional APIs for reporting error 
details. 
What I recommend you do is select just ppw.2 and request Set Object->Set 
Object Styles from the menu.  Click the change buttons for the flags you 
want to change and click OK. 
There's a setting the Defaults dialog that determines if selections select 
all lower level items or not.
