From what you told us, it sure sounds like some  
problem within the Win boot partition -- a setup or  
Registry issue, maybe something with the existing I.E.  
 I know relatively little about such things, and this  
is why Win consultants continue to make a decent  
living.  One of these guys, who is quite good at what  
he does, gave me some good advice.  When you can quote  
a specific Win error message, or even describe a  
(repeatable) Win problem in a rather specific way, an  
online search will often turn up Win advisor sites  
like Lockergnome which address your problem, plus a  
plethora  of personal home pages and blogs that will  
point you towards a solution.  That's maybe the only  
positive aspect to Win being the dominant force that  
it is -- others will likely have encountered and  
already resolved your problem, whatever it is.  This  
has proved out for me a number of times.  The key is  
to get the right search string to feed into Google,  
which may take some experimentation.
