No.  The s is never needed.  I'm not sure where you picked this up.   
Perhaps you were thinking of MIME settings for text/html.  For you this  
needs to be:  
 
  runmozil.cmd %s  
 
The rules are inconsistent, but they are what they are.

I think you mean the Ctrl-F3 thread. :-)
