Check the cables and stuff.  It could be an ISP problem.  You can check  
that packet traffic with iptrace .  Look for the DHCP packets.  You are  
probably sending out packets and not getting a response.  
I would not recommend changing hardware until you are more sure of the  
nature of the failure.
