I have a program for OS/2 called Home Page Publisher Version 2.1 from 
somebody called "JBC." I don't know that it is any better then Mozilla 
Publisher, but it strongly resembles Microsoft's Front Page (or whatever 
it is called). 
I don't use it much any more, but I don't recall having any problems with 
it.
