Not phased out, just used up. Getting scarce, so the prices go up.
You need static if you want to run a server of any sort, where you need
a constant address so people can find you. Without it it would be like if
you changed your house number every day, just before the mailman
arrived. Okay, bad example. Sometimes the mailman gets it wrong
even with static house numbers. Okay, maybe dynamic address is like
if you changed your social security number now and then. IRS
wouldn't know who to tax. But a dynamic address is legal and a
dynamic social is not. Next version of IP will go from 32 bit addresses
to 64 bits, making enough addresses so you can have a static address
on all your toys. Hopefully they'll roll it out before we run out of 32-bit
addresses.
