My CMDREF.INF is

Directory of G:\OS2\BOOK
8-12-96 1:24a 857551 0 CMDREF.INF

but I don't know if that's the document I'm seeing because Assistance
Center -> Information -> Help Index -> Search doesn't tell you what file
it's displaying.

My CONFIG.SYS has

SET BOOKSHELF=G:\OS2\BOOK;H:\BonusPak\askpsp\books;
G:\MMOS2;g:\tcpip\help;h:\GU20;

FWIW, running VIEW CMDREF.INF REDIRECTING returns "Topic not found".

And for another WIW, the following doesn't find it either.

G:
cd \OS2\BOOK
for %f in (*.inf) do view %f redirecting

I tried the same for \OS2\HELP .. (*.hlp) and got "Topic not found"
messages.

Try Assistance Center -> Information -> Help Index -> Search and see
what happens.
