You can only use /f switches if the drive is not in use. Typically this
means you need to boot to maintenance partition or to the utility disks.

Where are you boot too when you are attempted to run chkdsk?

You do have the option to force a chkdsk on boot by prefixing the drive
letter with a plus sign on the autocheck clause of the IFS or DISKCACHE
commands in config.sys:

IFS=F:\OS2\HPFS.IFS /CACHE:2048 /CRECL:64 /AUTOCHECK:+D

will force drive D to be chkdsk'ed on boot even if it is not marked dirty.
