It is the Object Desktop Control Center. I still prefer it to the eWP
alternatives.

As you might have noted the virtual desktop display is significantly
prettier than the eWP version.

The 770x screen is relatively small, so I tend to hit the right screen
edge more than I intend which explains the apparently random popups. On
my desktop, the Control Center rarely pops up unless I want it to.
