I don't see anything specific to a cookies problem in prefs.js, but  
prefs.js does have some issues that should be fixed.  
 
Take a look near line 455.  The strange characters are signs of a  
corrupted prefs.js.  I recommend deleting all the printer related settings  
and letting Seamonkey rebuild them.  
 
You can try deleting all the preferences that refer to privacy or  
security.  I have not idea if this will help, but it should have no bad  
effects.
