That mentions that the list includes "typical" items, but it's all based
on statewide limits of what can go into regular trash. What they say is
that if it's electronic, just assume that it can't go into regular trash.
Of course, that's not an exact definition of the actual requirement, just
offering basic guidance.

PCB's definitely should not go into regular trash. They go into Class 2
(hazardous waste) landfills. Do you have anything with PCBs? Perhaps
they're not set up to deal with potentially leaking PCBs (just a guess).
