Are you sure you don't have a typo of some sort? 
BTW, you can experiment with ibmlan.ini changes without rebooting.  Just 
use 
  net stop peer (or whatever) 
from the command line and restart with 
  net start peer

Probably just as well.  You might have needed a restore from your backups.  
The Peer install is, if nothing else, picky.
