I don't think that they ignore that.

I wouldn't say most.  Fact is, despite those folks that ignore this, 
recycling rates have significantly increased over the years.   Most cities 
have increased their recycling rates to 25% or more diversion of what 
previously went into dumps.  These rates are tracked pretty well.  They do 
need to be improved, but I don't think things are as bad as you think.
