Sandy,
That line in your CONFIG.SYS runs PMSHELL.EXE, the PMSHELL program. That's the
fundamental program for running your desktop. My suggestions (perform in order and
perform the next one only if no joy on the step you are now on):

1. Check the line in the CONFIG.SYS. It should say something like this:

SET RUNWORKPLACE=E:\OS2\PMSHELL.EXE

or, whatever drive you use for your OS. If not, modify that line in your
CONFIG.SYS

2. Check for the existence of the file, PMSHELL.EXE, according to the
stated path in your CONFIG.SYS

3. Restore PMSHELL.EXE from a backup, using a bootup to your
maintenance partition
