I have solved the fat32 large hard drive problem.  
 
Here is what I did:  
 
Wipe beginning area of disk using DFSEE  
 
Create LVM volume  
 
Use DFSEE to reset the volume type to 0B  
 
Eject the drive.  
 
Go to a WinXP computer.  
 
Format the drive using:  
 
fat32format.exe -- a Windows program I found on the internet.  
 
Connect the drive back to a USB port on the OS/2 computer, and everything  
(so far) seems to work fine.
