That's because it is not possible. DFSEE does not format, not yet.
And a partition is not FAT32, HPFS or anything else until it is formated.

I assume it is an IDE drive, and you have it in an external USB case.
If you can get it plugged into an IDE bus, the whole thing becomes
trivial. PM 6 will make you any size FAT32 that is possible. Then
you can put it in the USB case if you want.
I actually made an HPFS partition that was impossible, that is it
wouldn't work after I made it because it was too big.
PM's PTEDIT is interesting but you seldom have any need for it.
