Although I still would like to know more about how Trash Cans operate, I   
seem to have solved the problem of an unemptiable Trash can. I went to   
its properties and set it to support no drives, then it emptied without   
invoking the Net Start program it contained. After turning back on some   
drives, it now seems to function normslly.
