Ran Memtest; the default tests showed no errors. Should I run ALL
tests, or just the default tests?

How would I know (dumb question) if it's the power supply?

Sometimes it does the re-boot after loading SciTech SNAP (the IBM
version); could it be the video card? (an Elsa AGP that Jerry gave me
about a year ago)
