     The last trouble spot was that I did not have the correct relative 
path in place for switch "-c".  Here is the command file the created a 
GOOD ISO file.

mkisofs -v -o H:/ISOIMAGES/ecs11cd1.iso -r -J -b BOOTIMGS/CDLOADER.BIN 
                                              -c BOOTIMGS/BOOT_CAT.BIN 
           -d -no-emul-boot -boot-load-size 4 
           -log-file H:/APPS/CDRECORD/makecs11cd1.log M:/ 
     The CD-RW disk has been read and booted!
