This is correct.

One must keep in mind that a font file is not the same as a font. It is a
mechanism for storing the encoding of one or more fonts.

The font sizes supported by a particular encoding are determined by the
encoding. Generally, bitmapped fonts support a fixed set of font sizes.
TrueType and Postscript support a range of font sizes. I would expect
this range to be encoded in font file. Some font encodings support
fractional point sizes. Others don't.
