Socket services as its name implies controls the PCMCIA or Cardbus
controller. Card Services is a logical layer above this that acts as a go
between between the socket driver, the PCMCIA/Cardbus device driver and
the rest of the world.

You are reasonably close. The details are really not all that important
unless you are developing drivers.
