Owning old versions counts as owning the app.

Nothing strange at all. The Font Palette can not magically manufacture
font sizes that the font file does not support.

True. PM_Fonts lists the installed fonts. The System VIO font is owned
by the display driver. It's in dspres.dll and gets installed on the fly
when the driver loads.
