Correct. Junk Spy is for incoming POP3. The server problem is incoming
SMTP.
Besides all that, blocking potential spam at the server also causes some
valid messages to be turned away.

Spam blocking belongs on each individual's machine, not at the server.
The server can help by adding a "potential spam" header line, but the
blocking still should be done by the individual.
Viruses are different. They should be blocked in both places.
