Mark,  
Netbind.exe binds the various protocols that you have selected (NetBEUI and TCPIP,   
for example) to your NIC(s). My guess is that, for some reason, your system is not   
binding one of your chosen protocols to a chosen adapter. My guess is that its not   
binding TCPIP for some reason. Then, when  mptstart.cmd attempts to run, it runs   
setup.cmd, which probably calls for dhcp on your Internet adapter (allowing the adapter   
to be automatically and dynamically assigned an IP address). However, since you do   
not have Internet access, because of the protocol binding, your system is calling dhcp   
without success. It's waiting the prescripted time limit (probably 20 seconds) before   
declaring it a failure.
