Wrong kind of networking. You installed Peer for DOS which is what you
ask for. :-)
What you really want to do it get your TCP/IP from WinOS2 working well
enough to talk to the upgrade site.
Ask the risk of repeating myself again, you need to use iptrace to
understand why IE is failing.

That's sorta true. WFW was the 1st WinXX to include built in networking.
You can add networking to Win3.1 with a separate package. Think about how
it used to work with Warp3.

That's not they way it works. I won't bore you with the gory details.
