Yes. With these files on a JFS partition one gets the advantages of
better caching which usually offset any increased head motion.

I suspect you have done a lot of them already since you are installing
your apps to JFS volumes. With care, one can even move most of the OS
DLLs to JFS volumes, but one needs to understand the implications. See
"Relocated OS/2 File Support" in the FP readme. I'm not sure if eCSMT is
fully up to handling this yet.
