OK - there was a subdirectory: 
os2\mdos\winsos2\intuit\shared\qwinsock 
I deleted all the files from the \qwinsock subdirectory. 
Autoexec.bat path points to \tcipip\dos\bin and there is a winsock.dll 
file in there. I also have a SET WIN3DIR=\os2\mdos\winos2 (should I delete 
that?)

>\MPTN\ETC for consistency.  This works for me but sometimes one really

ETC points to \tcpip\dos\etc (should I try changing it?)

The error is: 
WINSOCK 
WSAAsyncSelect()Unable to locate CB for this socket. 
Ping under DOS, and WPing under winos2 can find my router and other 
computers. If I try to ping a www address, it times out. But that happens 
on my other OS/2 machine under OS/2, too.
