What happens if you follow the instructions and run it from a true DOS

Well, I would not be creating the partitions with any version of PM. I
would reserve PM for resizing and moving partitions. Let LVM do the
partitioning. Let OS/2 do the formatting.

That's true, but it you really have the eCS BM installed that should not
be an issue.
I recommend you get dfsee and capture some data with the command:
dfsos2 -l:tp600.log query # quit
Of course, you can use the DOS version if that is more convenient.
