You have just touched on one of the reasons I keep a "functional" not   
necessarily latest version of Win.  The following assumes you are   
willing to let a box boot Win.  
 
Here is one possibility.  
 
Cameras: good ones $300-800  
Modem on camera end: $50  
	Can have multiple cameras and modem with built-in camera.  
 
Modem on receiving end: $50; use your current if you have one.  
Software: <$100.  Frame rate arbitrary; one per year? to 300 per   
second.  Motion detection is in the software.  
 
I can furnish this stuff.
