That could be said for most items that are not top level links. It's hard
to define a structure that everyone will understand given all the factors
involved.

It got bounced for one of the reasons listed at the link. Sometimes, this
happens by error. The listed IP address looks wrong to me. I would open
a ticket with RR support.

That's a question for Yahoo. Could have something to do with the level of
support they provide for the fees they charge you.
