As Gary mentioned it's a WPS object, not an exe. What you can use to
restart if from REXX is SysOpenObject. Use Unimaint to determine the
object id.

Which toolbar are we talking about the eCS toolbar or the OS/2 WarpCenter?
They are different, although both can be made to restart after a Desktop
reset.
