Well, this part is probably the same problem Peter had with a missing  
DDE4.MSG.  Put the file in \OS2\INSTALL and try again.  It will still  
fail, but we might get a better error message.  
 
The trap pretty much confirms that there is something wrong with the  
handle tables.  
 
Another thing you can do is run Unimaint's Agressive Handle Repair in  
Report Only mode.  Write the output to the Write File and send a copy my  
way.  Read up on how Repair Selected works, so when I tell you which  
specific handles to delete you can do it.
