Perhaps you need a different setup string for modem initialization.
Since you're trying to find out if SLIPPM can dial your modem, you may
want to modify the setup string.

Go to Programs -> Internet (Modem) -> Dial Other Internet Providers ->
Configure -> Add Entry -> Modem Info

The BIOS IRQ's aren't necessarily the ones used by operating systems.
They are simply "default" values which an operating system may or may
not use.

Go to Hobbes and get

http://hobbes.nmsu.edu/pub/os2/util/misc/pci049vkd.zip

Run it (pci.exe) and look at the last couple of lines. (Read pci.doc
for more info.)

Also look at OS/2 System -> System Setup -> Hardware Manager
