Even so, the update is supposed to happen.

I don't recall which it was, although there are those that claim it was 
FP13. 
You might check to be sure you don't have: 
 SET AUTOREFRESHFOLDERS=NO 
in config.sys.  The default action is supposed to be YES, but with FP10, 
who knows.
