Okay, that explains it.  I was using Aaron's Editor during my testing, 
and he said he used a Presentation Manager edit control.  He didn't say 
anything about a WPS control. 
And I also just tested with EPM but it doesn't change the Last Access 
values either.

Hmm.  Maybe my Fixpak 10 is one of the broken ones.
