No. It means what is says. The packet contains no data. As I said, the
RST response indicates that the connection was refused. The reason for
the RST will vary. It could be the firewall. It might just be that the
FTP server is down. The port is open. Otherwise, the SYN request would
just time out. If you are interested, run GRC's Shield up on the site.
