It's update-kernels. Was that a typo on your part?

No. It is incorrect. The kernel is more like a driver than a DLL. The
file does not remain open after it is loaded.
FWIW, there are tools (i.e. unlock.exe) which allow you to replace locked
files. This is handy for replacing small numbers of DLLs. Of course, you
still need to reboot to activate the new DLLs.
