We can do that.

Most ISPs have some sort of online page creation tools. You would use
this tool to create your index page.
FWIW, index.html is just the more or less standard name of the top level
page in a given directory. There's nothing special about it other than
that most web servers are configured to default to returning this page
when a bare directory name is requested.
