No guesses required. The readme for icqpm*.zip clearly states it's an
add-on.

Looking at the files sizes, since the base files are smaller than the
preview file, that tells me that the base files probably contain the base
code. Since the zip contains mostly DLLs, this is a reasonable
conclusion.

FWIW, the code is clearly a beta. There are some missing features, but it
seems to run pretty well. It's got a full REXX interface, so there might
be simple workarounds until the missing features appear.
