The best place to ask OS/2 related Mozilla questions is the 
  netscape.public.mozilla.os2 
newsgroup.  It's probably not the best place to ask your question because 
this is really a cross-platfrom question, but it's a place to start.  
Based on what I know, I don't think you can control this with HTML.  What 
might exist is a preference item to always open links in a new tab and, if 
so, I'm sure there's an add-in that will let you toggle the option. 
Try a Google search for some variations of: 
  Mozilla tabbed browsing preferences 
and see what comes up.
