Stupid stupid stupid me. In your TCP/IP Configuration folder, on the
first page which has the tab labeled Network, in the left-hand column of
that page where the interfaces are listed, do you have a "loopback
interface" listed?

And if you do, when you highlight the "loopback interface" entry by
clicking on it, is there a check mark in the "Enable interface" box? If
the loopback interface isn't enabled, IP address 127.0.0.1 won't default
to your local machine.
