I'd hold off on that conclusion until Peter adds the /W switch and reboots
and finds that he now has long file names. Frankly it did not occur to me
that someone would be running without Joliet enabled. The format is
pretty pervaisive.

A a quick scan of the Joliet spec indicates how it's implemented. There
will be additional volume tables or whatever they are called, for each
supported file format. Typically Joliet and HFS are supported in addition
to the standard ISO 9660 format.
