Do you have the infozip utilities installed somewhere in your path?

Ready-to-run binaries can be found at:

http://www.info-zip.org/pub/infozip/UnZip.html

I also found \tcpip\bin\unzip.dll, 89K, 6-28-98 (may NOT be the latest)
