Yes and yes. Cleanini is not checkini or unimaint. It does cleanup the
others do not do.

The WPS creates handles for every file and folder it references.
Sometimes, it only needs the handles temporarily. For example, when
browsing with the drives objects. The WPS never deletes these handles.
The handles reference valid objects, but you may reference these objects
so infrequently that it's more efficent to let the WPS recreate them when
you finally need them again rather than to continually skip over them when
searching for other handles.
